I can't reproduce that, my main system with kubuntu 11.04 / kde 4.7.0 does not 
have a package kipi-plugins-doc and on master/branch compiled from sources I 
don't get any chapter/sect1 subitem in the navigation due to  
https://bugs.kde.org/show_bug.cgi?id=246755.
