No, you can't commit them neither to branch (frozen for ever) nor to trunk, 
which is frozen until 4.4.0 (around February 9th).

I'd suggest you add a dir like documentation-kdepim to branches/work/ on the 
svn server. 
Then copy the original docs from trunk (or branch for kaddressbook) for every 
application you want to work with.
There we all together can easily review and discuss your work.

Please cc this list in the commit log, when you create your working dir.
