Reading the bug, I don't think so.
- the screenshot  only references the UI
- the reporter explicitly writes "the texts in the buttons, tooltip, etc"
- the final sentence is "I need to work with files including Simplified
Chinese characters. So I have to set the fallback. That is primary lang is
Japanese and secondary lang is Simplified Chinese."
which may hint that the reporter incorrectly thinks that the language/fallback
language is needed to be set to deal with the file content, while it's only
about the application itself.

IMHO.
