To request a git repository in playground, please use 
http://sysadmin.kde.org/svnaccount/repo-request.php

You could then also request an entry in the bug tracker, so that bugs 
can be easily reassigned to KDE components, in case they are "not your 
bugs".

PS: Be prepared to handle 1000+ votes on "Add POP3 support" request ;)
