Review Request: create a menu entry in the help menu to enable all the "do not ask again"

We are really abusing the Help menu for things that are 1) not related to help at all, and 2) not used that often. This applies to both "Switch application language" and to this new menu item.

How about a systemsettings module (a "KCM") which would allow to select an application (could be using the application tree model from kopenwithdialog) and to ask for "show all messages again" for this app?

(Similarly, the per-app language setting could be done in the global locale module, with an application tree to set per-app languages)

This functionality is really too rarely used to be worth an always-there menu item; in a wrong menu.
