RFC: move kdebase/runtime/kstyles to kdebase/workspace/kstyles/, small change in how default style is handled

we only need to change KStyle in kdelibs. the plugin in workspace takes of 
ensuring that all Qt apps (that are set to being desktop aware) respect that.
