RFC: move kdebase/runtime/kstyles to kdebase/workspace/kstyles/, small change in how default style is handled

Simply put, the decision should be in the KDE codebase; so if KDE4.6 or
whatever comes up with an OxygenUltra style or whateer, we shouldn't have
to change Qt to change the default.  The GUI plugin is one way, of course,
though things are getting rather... roundabout.
