RFC: On-demand package installation API in kdelibs

These are not dependencies. Dependencies are already handled by the
package manager (or the user in the case of Slack).

These are optional additional packages.

You'd need to show in one huge dialogue translations, codecs,
cdrtools, ... and you'd have to show 'install mp3 codec' even if the
user has no intention of ever playing mp3 (he has ogg and flac for
example)
