I want to implement this, but I haven't found the time yet.

It shouldn't really be that hard, there is a working "Phonon mixer" in 
kdeexamples, named "outputselector" (it also allows you to change outputs of 
running Phonon applications), written by Kretz, IIRC.

It would be neat to fall back on, for people that don't have PulseAudio or 
OSSv4 with per-app mixing (is there support for OSSv4 per-app mixing in KMix 
already, btw?).
