Moving the licenses to LGPL 2.1 or 3

Hi David,
thanks for keeping up the work on KInfoCenter !!!
I do not have any big preference for any of those licenses, so maybe we choose:
-> LGPL version 2.1 or version 3 or later versions
(unless you think this might be a bad decision, e.g. if the other modules prefer another licensing...)
If it's fine for you, please just go ahead and add the license header to the files.
