Choosing the qt tree to file merge requests

It's not.

Submit it to qt/qt, to the 4.5 and 4.6 branches.

In reality, which branch you request a merge for has no influence. The person 
merging decides whether it's an urgent enough bugfix for the 4.5 series or 
whether it's better to wait for 4.6.
