if i understand what you mean, then: Plasma
well, there's more to it than that, e.g. critical bits of Qt like webkit, ui
files and eventually Kinetic/QML, and of KDE libs like KConfig and support
tools we're working on like Plasmate ..
but in the end it's an easy, scriptable, cross-platform and -device system for
creating the kinds of apps we see on iPhone or Android.
