[PATCH] Improvements to flat group box look in Oxygen style

if rules are added, they should be under the title and using something that 
looks like (if not even the same thing) that is in the menus.

also, as to the extra indent: my only concern there would be for layout that 
mix flat group boxes and widgets outside of groups: they won't line up along 
the left. the extra indent looks nice when everything has a header, but 
that's not a guarantee ... of course, we already have this problem with 
regular groupboxes and widgets outside of groupboxes so perhaps it's 
just "more of the same" rather than a real problem.
