[PATCH] Animations enable/disable system wide [TAKE 2]

Hi,

So to make you an idea, the current patch makes this on the Style KCM (the 
effects tab):

I think this combo is _NOT_ technical, and it covers all possibilities we have 
with the current flags.

Since I'd love to commit this stuff, I wonder if I can commit this on Monday 
and later if we want to improve the KCM get a list with checkboxes or 
whatever is better, but this is a start point.
