KDE4 Vision Document

Unfortunately that document is useless.  It ended up with an
unstructured mix of vague TODOs from developers, feature requests from
unknown community members and follow up discussion.

That looks like it could end up in a similar state, just a random list
of things roughly related to what is going on in KDE 4.1

Taking a look at Ubuntu for example and you can see that they organise
their goals as a series of blueprints for each release each one has
the usual assignee, priority, description and most importantly use
case, rationale.  Presumably those people here who work for a living
have something along those lines in their job as well.

Aaron of course has given many presentations on the subject so he can
probably give the most well articulated point of view.  What is
largely missing is a mapping from "the fluffy stuff" to concrete
implementation details.
