[PATCH] Builtin animations (dis)(en)abling

Hi all,

I am very happy to tell you that I have finished the builtin animation setting 
for KDE-wide usage.

I have adapted everything except Konsole, that will have to come tomorrow or 
other day :)

Please have a look, try the patches, and see how it works.

The best thing ? It won't need the restart of any application. All running 
applications will respond to what the user had chosen on systemsettings 
or "kcmshell4 style". Even plasma will obey those settings (note how 
plasmoids close when you disable the builtin animations).

Can this be committed ?
