[rfc] Should we "block" bugreports for the latest stable releases of KDE apps?

They both mean the same. They mean that the bugsquad (assuming infinite manpower...)
should have a look at it before a developer looks at it. If the bugsquad confirms it, it will
become NEW (and of interest to developers), if not it will be closed (invalid for sure),
or waiting for more info or for confirmation by someone else. All this, is exactly what UNCONFIRMED is for.
