Moving Svgpart to kdegraphics

Do you realize the irony of this comment? And, well, there is an HTML
engine in KDE. And there was no duplication of work going on, except for
with respect to some 3rd party attempts to (poorly) integrate the product
of Thomas's employer. And the only duplication is that some people would
rather help forkers than KDE.

Oh, and the "duplicated" work in question was already done, so what's the
point of bringing it up? There was no legitimate reason for that comment.
And I am sick and tired of all the tampering and the FUD that has
consistently misled our users behind the backs of people who put in
countless hours.
