OK, maybe we might reach some compromise. The patch already includes
option to turn off switch application language feature using Kiosk
framework (kapp->authorizeKAction("switch_application_language")), but
Kiosk framework is not widely used. I can add also some configuration
value to turn it off or on (for example in kdeglobals configuration
file, Locale section), so that distributors can choose whether to enable
it or not, and we will see what they prefer. It adds another hidden
config variable (which should be documented), so I am not very keen on
it, but it gives greater flexibility.

Does this sound OK?

IMO this feature is a competitive advantage over, for example, Windows,
which does not support switching application language using one,
consistent interface.
