Well, I want to get rid of KDE reading language from control settings, but 
rather have KControl change LC_ALL through the login scripts and kdelibs only
following libc locales. This has the advantage, that the standard way to 
change a locale will work. And for the libc locales, fallback languages do 
not work either, so this feature will have to die the "standards preferred" 
death - even though I'm aware it's useful for languages, that are spoken by 
minorities, that also speak the language of the majority.
