I, for example, prefer to run developers tools (like KDevelop) in
English. If translation is not complete or buggy, I think many users
would prefer to turn off translations for this one app (for example some
old translations of Kaffeine to Polish were horrible). Some people would
like to run some apps in different language to learn vocabulary, while
keeping desktop in their native language. It is useful to run
educational apps (like khangman) in English to learn language. Etc.
I think people on kde-i18n-doc will find more valid use cases.

I think it is useful for languages which do not have complete
translation. I have added it because KControl settings allow this also.
If this is not necessary, I will be happy to leave only "choose primary
language" option as it is much simpler from user point of view.
