[PATCH] RFC: Changing the language of individual KDE programs

I don't mind adding a key how to enable this menu to the documentation, but I 
doubt the 20 people voting are representative. I see the use case really as
translators/developers of KDE applications, so it shouldn't be found by end 
users by default.

And I wonder what the use case of the fallback language is. I don't want KDE 
to be the desktop, where you can control the list of fallback languages per 
application. Really. This is useful for KDE contributors that hit mixed 
language desktops often and it should be tailored for their needs: pick one 
side.
