[PATCH] Nicer category headers in SystemSettings

Hello,

I always found the appearance of category headers in the KCategorizedView to
be a bit bulky. It's even more visible in SystemSettings because the
headers contain full words instead of single letters. Attached patch does
the following changes:
- Reduce the header bottom line to a 1 pixel thin line
- Remove font enlarging for the header title
- Align the left of the title with the beginning of the bottom line
- Simplify code a bit

Is it ok to commit?
