Imho there was no final decision about a build system. We (win32 people)
wanted to have such a decision some time ago but it was said that we should
wait. So I for myself decided to drop scons because nobdy but Thomas Nagy
really wanted to use it (at least it looked like).
I don't regret the switch to cmake because here we've support from the
cmake-developers - scons devs did not care about us.
