docbook writers: please no empty para's

I can't resist pointing out that this is one of the things the DocBook 
Sanitizer (http://www.englishbreakfastnetwork.org/sanitizer/just-in-time.php) 
checks, for exactly the reasons you describe. Ahem. :-)
