First startup of KDE application and printing on stdout

I don't think there is a policy.

However, I find it debug printing irritating when KDE is compiled with 
--disable-debug.  There is no good reason why a GUI command should be sending 
output to the console when the user might not see it (if the app was not 
started from a console) or gets in the way (if the app was started from a 
console).
