Strange syntax in Makefile.am

For me it seemed that KEXI_DB_EXPORT was not defined because of missing 
-DMAKE_KEXI_DB_LIB, and this resulted in unexported symbols. But now I 
checked again if it was really the problem or not (I did another change 
in kexidb from showimg), and it seems that it wasn't this one. 
I even start to understand the logic behind it, but still find it not 
needed and confusing.
