No, it doesn't break backwards compatibility (i.e. upgrading kdelibs from 3.5.0 to 3.5.1 will work).

It breaks forward compatibility (using 3.5.0 where 3.5.1 is required), but that's OK.

Right; packagers should use the oldest allowed kdelibs version, not the newest one.
