No, it won't.

The change is binary-, source- and behaviour-compatible.

Ah, ok, I understand now.

No, forward binary compatibility isn't required. Backwards is.

So a program compiled against 3.5.x is supposed to run on 3.5.y if y >= x. 
The problem you are mentioning with KDE 3.1 was a packaging bug.
