Maybe the answer is that too much stuff is being tied together, during a 
start up wizard why don't you select language, currency, numeric 
formatting, time zone, etc.  If you put the name of the language in the 
native tongue like Deutsch instead of German, then it seems like that would 
solve it.  Maybe I'm being hopelessly naive, but I've similar problems in 
the past with similar solutions.
