Suggestion: Make "WhatsThis" 100% complete for next release

That's for me a reason to propose the following:

#  Make it a policy, and a declared goal for the next release

If people discover WhatsThis and start using it, they are very
quickly disappointed. It makes the overall KDE desktop appear to
be very much "incomplete" and a "quarry-pit" (of a lot of good
raw material!).

100% WhatsThis to me is one of the most important single criteria
to declare KDE a "polished" and enterprise-ready desktop. It could
be one of the jobs of the Quality Teams to look for gaps and close
them.

If we had it complete, it would be a very big argument to get it
immediately accepted as the most superiour DE.

I started to add things to kprinter to get closer to 100%. I'll
pledge my committment to close the remaining gap by the next
release for KDEPrint.
