THREAT: Move kdepasswd from kdeutils to kdebase

Please note that this is only for CVS. By the time the next release rolls 
around, the issue will have been resolved. After all, if you are not allowed 
to play with code in CVS, why would anyone release anytihng?

Hehe, this is one of the nitpicky little things I planned to fix for this
