new app proposal: KSupplicant

Hi, 

please wait until Waldo has a say in the matter, or anyone else knowing 
exactly for what the kdeplaygrounds are meant to be used. It makes no sense 
to add a fresh project and then move it after some weeks.

IIRC, the playground was meant for apps like this.

BTW, nice idea for a app.
