Assuming no one knows of a utility that would superseed yours, place it in 
kdenonbeta.  Then others can beat up on it and give you lots of feedback.  
Then after you fix the bugs and features users will always find and you feel 
happy with the code you will probably know more about where it should reside 
and how best it fits into KDE (i.e. which module).
