New accessibility style into kdelibs?

kdeartwork is also another location for it, and you're less likely to 
step on any toes there. In either case I would finish out the style 
with a themerc file, describing what the style is for. I would also 
think about a high level theme to combine the style with the white on 
black color scheme.

The code looks fine to me from the cursory once-over I've given it.
