New accessibility style into kdelibs?

Well, this is not meant to be artwork. And I think it is important that we 
have at least one style in kdelibs that isn't broken using some of the 
colour schemes that come wioth kdelibs also.

Sure. This is the reason why I prefer to have the style in kdelibs, 
because otherwise we would have to move the meta theme to 
kdeaccessibility as well. I also plan to add accessibility settings to 
kpersonalizer, which would be made more difficult by having the theme in 
a different module than the rest of the high contrast related settings.

Accessibility related settings are currently all in kdelibs, and 
kdeaccessibility is for additional assistive technologies.
