"Open in Background tab" shows up "Configure shortcuts" (Konqueror)

After RMB in konqueror, "Open in Background tab" shows up in "Configure 
shortcuts" and you can assign it a shortcut. This doesn't make sense since 
there isn't a proper selection when you activate the action directly without 
a RMB menu.

What should be done to correct that? Is this a case of actions being inserted 
in the wrong action collection?
