Patch to slightly extend KConfig/KConfigINIBackEnd API

Hi,

I need for the kdegames highscore stuff to extend a little the KConfig API. I 
attach the patch to kdelibs and also for your information the backend I have 
written for kdegames: it is almost identical to KConfigINIBackEnd but works 
with a file descriptor instead of a filename ; I don't think it is useful to 
include it in kdelibs thought (?).

Is this ok ?
