That woud be the right place, at least name-wise. KDE would have to create
/var/cache/kde during the installation and invent a way to allow any user to
write there, while at the same time not erase nor read other users' files
(mode 1777 and per-user subdirectories with 0700)
While this may be The Right Thing to do, it may prove to be just a hassle and
/var/tmp may already solve it.
PS: this is Linux-only discussion. Someone has already stated that /var/cache
is plainly forbidden in FreeBSD, for instance, and that it's not going to
change.
