I just spent a few minutes checking various systems to see if /var/cache 
is available:

Linux	Yes
*BSD	No
Ultrix	No
OSF	No
Solaris	No
AIX	Can't check
HP/UX	Can't check

FWIW, to see what _is_ allowed under the "hier" standard, see the 
various manpages at http://www.FreeBSD.org/cgi/man.cgi?hier and select 
the OS you are interested in. Even Linux has an entry ;)
