the attached patch makes kdeglobalsettings use the same config entry as 
kapplication for determining how many pixels movement starts a new drag. see:

for a bit more detail.

related question: should references in kdelibs/kdebase to 
KGlobalSettings::dndEventDelay() be switched over 
QApplication::startDragDistance(), since it is set in the kapplication ctor 
and should be considerably faster than KGlobalSettings::dndEventDelay()?

i could have a patch prepared for that in short order ...
