Has this auto{conf,make,whatever} error been seen before:

I've suddenly been getting this:

This Makefile is only for the CVS repository

*** Creating configure
*** Creating config.h template
autoheader: `config.h.in' is created
*** Creating Makefile templates
*** Postprocessing Makefile templates
automake line not found in Makefile.in
automake line not found in Makefile.in
automake line not found in Makefile.in
automake line not found in Makefile.in

....

and configure completes fine, but the Makefile templates are corrupted and
don't contain any useful targets.  This is with automake 1.5 & autoconf
2.53, automake 1.6.3 & autoconf 2.53, and automake 1.6.3 and autoconf
2.54.  Fresh installs of 1.6.3 and 2.54.  Fresh checkout of kdelibs too.

This seems to have popped up somewhat recently, but I can't find anything
that seems to have changed..
