Sub-library version numbers

Generally there seems to be a problem with library numbers getting bumped. 
Maybe the responsibility for this should be placed on the release manager (or 
someone else who has time). Also minor number are never bumber kdelibs is 
still 4.0.0 even though the interface has expanded since KDE 3.0. Libraries 
that have been changed due to bugfixes should have their minor number 
increased. Thus libkdeui should have been 4.0.1 for KDE 3.0.1 and be 4.1.0 
for the KDE 3.1 branch.
