Here is why this is not a bad idea:

Many kde apps already use these accels for the same purpose (e.g. kate & 
kword). So probably its a good idea to standardize it in kde instead of
relying on each app developer to get it right. Also, these accels are not
used for any other actions, and they are only used when the the relevent
KActions are created, so they can be reused for something else, although
it may not make sense to do that.
