I'd suggest:
http://www.kde.org/DTD/<year>/<module>/<app-or-format>-<app-or-format-version>.dtd
Eg..:
http://www.kde.org/DTD/2002/kdelibs/kpartgui-3.0.dtd
http://www.kde.org/DTD/2002/koffice/kword-1.2.dtd
I guess the year is added so that the subfolders don't grow too big. Yes,
froma URN POV, it's redundant. But then the module and the "DTD" string are,
too. The same would work with
http://www.kde.org/kpartgui-3.0.dtd
http://www.kde.org/kword-1.2.dtd
I don't have strong arguments for including the year in the DTD URL, other
than that others do it likewise. If there's no compelling reason not to do
so, I'd suggest to follow the (main?)stream here.
