Minimum version of SDO to be raised on Monday

Hello everybody,

on Monday I will raise the minimum required version of SDO to 0.4 (just
released). This is necessary to implement the storing of download
sources as can be found in the 4.5 feature plan.

I hope that 4 days are enough for everybody to update to 0.4. Also keep
in mind: SDO is still an svn external in kdesupport. Thus, if you run
kdesupport trunk you do not need to do anything else than update that.
