[Kde-bindings] Current state of the Ruby and Python bindings for Qt5/KF5

Hi Simon,
My understanding is that for SMOKE based bindings like Ruby and Perl, they
are blocked because the current c++ parser doesn't successfully parse the
new Qt5 headers. To that end I've started working on generating the
necessary code using clang to parse the header files. However, the
Qt4/KDE4 Python stuff is based on sip, so that's a different story.
