It can now be enabled with a configure option.

The dependency to kdemultimedia was the reason why I disabled it.

I am no automake expert either. (In fact I have not succeeded in making the 
configure switch check whether kdemultimedia is installed, so the admin is 
responsable to only use --enable-ksayit-audio-plugins if kdemultimedia is 
installed.) You might try a look into the info-pages of autoconf.
