you're really busy and it isn't your role to debug code, so I totally 
understand if you decline.

You should be able to

cd kdeaccessibility/kttsd/plugins/festivalint
patch festivalintconf.cpp festivalintconf.patch
make install
killall kttsmgr
killall kttsd
kttsmgr

And see if this now displays the translated names of the voices in the 
picklist.

BTW, I am unable to install alternate languages, otherwise I'd test this 
myself.  Here is what I'm doing.

cvs co -l kde-i18n
cd kde-i18n
cvs up de
ln -s /home/share/src/kde/kde-common/admin admin
echo de>inst-apps
make -f Makefile.cvs
./configure
make install

This all goes fine, but when I do

KDE_LANG=de kttsmgr

no translations appear.  Also in kcontrol, I can pick German language but 
nothing happens, i.e., it is not added to language list.

It may have something to do with having two copies of KDE -- 3.2.2 and HEAD -- 
but even starting KDE from HEAD, I can't seem to use the installed German 
language.
