I tried this, but no change.

If you have more than one KDE running please try
./configure --prefix=/path/to/kde-3.4
I am not sure what is displayed if the translation files
do not match the english version.

Strange. Do you have the german locales (*.mo) installed under
share/locale/de/LC_MESSAGES?
